In January, authorities seized over 400 dogs from a puppy mill in Skagit County, Washington.
The couple who ran the kennel, Richard and Marjorie Sundberg, had sued for the return of the dogs. Instead, they have now agreed to forfeit them.
Nine of the dogs, who may belong to others, will stay with the county. The rest have gone to rescue groups.
The forfeiture agreement does not affect the criminal case against the Sundbergs. They have been charged with four felonies and six misdemeanors, including animal cruelty and unsafe transportation or confinement of an animal.
