Legislation Would Close Puppy Mill Loophole

Individual states have passed a number of laws in recent years to regulate puppy mills. However, a loophole in the current legislation allows puppy mills who sell dogs online to escape oversight.

The Puppy Uniform Protection and Safety (PUPS) Act (S 3424/HR 5434), introduced by Senator Dick Durbin and Congressman Sam Farr, would require inspections and licensing of large-scale breeders that sell puppies over the Internet. The law would also require breeders to provide daily exercise and give dogs room to move.

If you support this legislation, I encourage you to let your senators and representative know. The Congressional version of the bill currently has 98 cosponsors, while the Senate version has 8. The Library of Congress provides information about legislation. If you enter the name or number of the bill, as mentioned above, in their search field, you can see whether any of your members of Congress have already cosponsored the bill. If not, you can send them a message urging them to cosponsor by clicking here (for Representatives) and/or here (for Senators).
