The Senate has passed a bill, SB 5651, which would crack down on operators of puppy mills.

The bill prohibits owners and breeders from having more than 50 dogs over the age of 6 months that are not spayed or neutered. It requires them to house dogs in dry, sanitary conditions, as well as providing them with food, water, and exercise.
The bill will now be considered by the House.
